Tenders and expressions of interest

We approach the market for a range of services, such as supply of materials, consultancies and construction works.

We use VendorPanel, an eProcurement platform, to source many of goods and services. This online platform enables council staff to search through lists of registered suppliers, or a public marketplace, to and request quotes for specific council goods and services.

VendorPanel Marketplace

Marketplace has no prequalification requirements and is used only for goods and services that do not have an established panel or supplier list. Registering with the VendorPanel Marketplace makes suppliers visible to other councils – see VendorPanel video instructions and information

Code for Tenders and Contracts

Our Code for Tenders and Contracts provides details on the general principles and processes we apply and follow in the course of procuring goods and services.

The code and its contents are statutory requirements of the Local Government Act 1993 and the Local Government (General) Regulations 2015.

The code provides a set of guidelines that we follow in order to comply with the principles relating to procurement which are required in the regulations.

The principles are the promotion of:

  • open and effective competition
  • value for money
  • enhancement of the capabilities of local business and industry
  • ethical behaviour and fair dealing.

Tender/expressions of interest requirements

Tenderers need to be aware of the requirements of our Code for Tenders and Contracts when preparing and submitting a tender or expression of interest response for consideration.

We use a set of standard drawings and specifications in our construction contracts. The drawings and specification provide instruction to contractors on standard elements of a design. They should not be used for any other purpose without seeking professional advice.

Pre-qualified Suppliers (Tender Established)

Panel of contractors and suppliers established through a tender process for any goods and services valued at more than $250,000 excluding GST

The following categories have an established Pre-qualified panel:
