At Clarence City Council’s meeting on 18 March 2024, a petition was received sighting concerns over the proposed AFL/AFLW High Performance Centre in Rosny and requesting a public meeting.  

The petition states:

We, the undersigned residents of Clarence City Council are concerned over the lack of community consultation undertaken regarding the siting of the proposed AFL High Performance Centre across the Charles Hand Park and the Rosny Parklands. We do not believe that the proposed site is appropriate for the AFL High Performance Centre.
In accordance with Section 59 of the Local Government Act 1993, we require the Clarence City Council to hold a public meeting with electors to discuss this matter so that all voices can be heard.

This was in response to Council’s decision on 11 December 2023 to include the Rosny Parklands and Charles Hand Park in its submission to the Department of State Growth as a potential location for the Tasmania Football Club High Performance Centre, and the consultation undertaken in the leadup to Council voting on the decision. 

The petition was then checked against the Tasmanian Electoral Role to ensure a minimum of 1,000 signatories were residents of Clarence, and at Council’s meeting on 15 April 2024, it was advised the petition complies with Section 59 of the Local Government Act, 1993 (Tas).  

Council voted to note the petition and authorised the CEO to organise a public meeting to be held within 30 days of the petition being noted, in accordance with Sections 59 and 60(3).

When and where will the public meeting be held?

The meeting will be held at 7:00 pm on Wednesday, 15 May 2024 at the Citywide Baptist Church, 400 Cambridge Road, Mornington. 

How do I make a submission before the meeting?

Written submissions on the subject matter of the meeting may be submitted to the Chief Executive Officer by: 

  • mailing to PO Box 96 Rosny Park 7018; or 
  • emailing to clarence@ccc.tas.gov.au 

Submissions must be received by 5:15pm, Wednesday 8 May 2024. 

What is needed in the submission?

Submissions can follow any format, but must be on the topics set out in the petition, being: 

  • the consultation process undertaken and/or, 
  • the location (Rosny Parklands and Charles Hand Park) of the proposed High Performance Centre. 

Do I need to be a Clarence resident to make a submission?

No. As per the Local Government Act, any member of the public can make a submission to a public meeting. 

What happens with my submission after I’ve sent it to Council?

The content of all submissions received will be reviewed and presented in a summary. The summary document will be provided at the public meeting and available on council’s website. All submissions, as well as the summary will be provided to Councillors. Submissions will not be made publicly available.   

Do I need to register to attend the meeting?

Registration is not required but council would appreciate anyone planning to attend to register.

Registration will allow council to get an understanding of potential numbers attending the meeting, as well as contact registered attendees via email with information relevant to the meeting.

What will happen at the meeting?

Attendees will hear from a number of speakers representing various points of view on the High Performance Centre.  

The floor will then be opened to members of the public to ask questions of the speakers, before people will be asked to vote on any motions put forward. 

Who will be speaking at the meeting?

Following an introduction from the meeting facilitator, the meeting will hear from (in order):  

  • Ian Nelson (Clarence City Council CEO)  
  • Two representatives of Save Rosny’s Parks  
  • Council have requested a representative of Tasmania Football Club 
  • Council have requested a representative of Department of State Growth 
  • Councillor Brendan Blomeley (Clarence City Council Mayor). 

The panel has been convened to represent each of the key parties directly involved in the project, being: the landowner (Council), the developer (Department of State Growth), the occupant (the Club), the petitioner (Save Rosny’s Parks) and the decision maker (Councillors, led by the Mayor). This spread of panelists will provide the best opportunity for questions relating to the site location and consultation process to be answered by the most appropriate person on the night.

The two representatives of Save Rosny’s Parks will speak to the two issues raised in the petition (appropriateness of the site and consultation process) respectively.

Can I ask a question at the meeting?

Yes. Following addresses from the nominated speakers, the floor will be opened for questions from the public.  

In the interest in providing an opportunity for all attendees to ask a question, questions and answers will be limited to two minutes each.  

Questions are limited to the issues raised in the petition – the appropriateness of locating of the High Performance Centre in the Rosny Parklands and Charles Hand Park, and the public consultation process undertaken by Council.

What will come out of the meeting?

Members of the public attending the meeting will have the opportunity to vote on any motions put forward on the night.  

Any motions passed by majority vote will be presented to Clarence City Council at their next meeting (27 May 2024). 

 

Who can put up a motion?

The individual named as the organiser of the petition is able to put forward a motion. Council will liaise with the petition organiser to receive any motions prior to the meeting so they can be included in the agenda. 

What happens then? 

Motions arising from a public meeting are required to be put to Council at its next meeting for noting. Council may then determine what action, if any, it wishes to take in respect to each motion. 

Will the meeting be live streamed?

The event will not be live streamed, but it will be recorded and made available on council’s website for public record in the days following the meeting.  

Minutes of the meeting will also be taken and distributed publicly. 

What is the expected behaviour of people attending the meeting or talking about it online?

Those attending the meeting are reminded to be respectful in the use of language and towards other people. 

Prior to the commencement of the public meeting the independent facilitator will clearly outline the expected behaviour of all attending the meeting in line with Council’s Engagement Code of Conduct. 

People are welcome to express their point of view and engage in civil debate with others, but abusive, harassing, threatening, and/or offensive language will not be tolerated.
