On 30 April 2021 YMCA’s lease for the Rosny Golf Course expired and YMCA was unable to continue operating without a significant financial contribution from council.

Following a review of the cost comparison, the potential cost of replacing the irrigation system and outcomes from the broad community consultation through the City Heart Project, council decided to not renew the lease, with the aim to re-purpose the space to provide greater benefit to a wider portion of the community.

At its meeting on 19 April 2021 an alternate notice of motion was put forward by Alderman Luke Edmunds for council to negotiate with interested stakeholders for the continued operation of the Rosny Park Public Golf Course.

An Expression of Interest was advertised to the public in May 2021 and from those EOI submissions, the successful proponents were invited to submit a tender application.

On 23 August 2021, after undertaking a detailed expression of interest and tender process, council announced that there were no complying tenders for the management of the course. 

Following this announcement council received numerous requests for the details of the tender criteria for the Rosny Golf Course, as well as for the Expression of Interest document to remain publicly available.

Releasing details of tender documents and criteria outside of those participating is not normal practice. However, given the significant level of public interest in this particular process, council made the decision to release the tender criteria.

As the parties involved in the tender process entered under the expectation of confidentiality, council were unable to provide the details of what was submitted.
